Supervise daily priorities of the facility security program, to include personnel security, physical security, classification management, document control, COMSEC, and NATO material. Provide basic supervision for facility security staff and guard force. Assist the Director of Corporate Security to implement and maintain a compliant security program, which includes insider threat initiatives and contract security classification specifications, i.e., DD254s program. This leadership role carries with it personal and corporate responsibility to build and sustain a respectful workplace.
1 Serves as the Facility Security Officer (FSO) for CNA, responsible for the full implementation of the National Industrial Security Program Operating Manual (NISPOM).
2 Provide basic supervision to security staff in the areas of personnel and physical security, classification management, document control, COMSEC, NATO material and managerial oversight of the security guard staff.
3 Review material from both internal and external sources to determine security classification and handling requirements are accurate and adequate in accordance with Department of Defense (DoD), Navy, Marine Corps, and other government agencies.
4 Provide information and security guidance to CNA employees and consultants regarding DOD, Navy and Marine Corps regulations.
5 Serves as the alternate Insider Threat Senior Program Official.
6 Assist in leading with the Dir. Corp Security on all internal investigations involving security incidents, violations, misconduct, and other security related charges.
7 Consult with and support the Compliance Committee on internal investigations, as required.
8 Manage in providing security education and briefings to CNA employees on security procedures.
9 Manage the contract security classification and specification, i.e., DD254 process, which includes overseeing the drafting of all task order DD254s and verifying Government approved DD254s. Assist in creating and issuing classified contracts and subcontracts for companies requiring a DD254.
10 Coordinate incoming foreign national visits to CNA as the FSO. Coordinate with DSS Counter-Intelligence representative and the US Navy International Programs Office as required.
11 Assist with the creation and maintenance of the enterprise’s Business Continuity Plan and Disaster Recovery Plan.
12 Maintain knowledge of current security industry issues, and ensure positive relationships within the security community.
13 Maintain knowledge of pertinent Executive Orders, Implementing directives, presidential decision directives, DOD policy and Navy guidelines.
14 Perform other duties as assigned.
1 Education: Bachelor’s degree or equivalent qualified security experience. One or more of the following certifications required: FSO Management Certificate, Security Fundamentals Professional Certification (SFPC), Security Asset Protection Professional Certification (SAPPC), Security Program Integration Professional Certification (SPIPC), Physical Security Certification (PSC), or Special Program Security Certification (SPSC).
2 Experience: Minimum of 6 years related experience, with 3 years as a previous FSO and demonstrated experience with DSS inspections preferred.
3 Skills: Must have proven customer service skills; strong supervisory skills; computer literacy and proficiency; excellent oral and written communication skills working knowledge of NISPOM, JAFAN, and familiarity with ICD and DCIDs; superb presentation skills; and a thorough working knowledge of e-QIP and JPAS strongly preferred.
4 Other: This position requires an active DoD Top Secret security clearance at time of hire and the ability to maintain a security clearance.
