Job Description

Position Summary:

This position reports to the VP of Property Management and is responsible for ensuring ongoing compliance with LIHTC and HUD Affordable Housing regulations. Property Management Director is expected to conduct monthly visits to all LIHTC residential facilities in NYC and Long Island.

Essential Accountabilities:

  • Oversees and Conducts initial lease-up of new LIHTC developments, including but not limited to oversight of the lease-up process, applicant interviews, verifications, income calculations, eligibility determinations, file compilation & review, production of reports, and ensuring tenant files are free from errors and omissions and meet project deadlines.
  • Reviews files for new admissions into LIHTC and HUD-funded programs for eligibility works with Program staff to ensure files are produced timely and are free from errors and omissions, prepares income calculations, and tenant income certifications.
  • Approves and processes as needed, initial, interim, annual, gross rent change, unit transfer, termination, and move-out certifications.
  • Conducts monthly visits and bi-monthly inspections of all LIHTC buildings, (indoor and outdoor) reports findings to General Services, Property Management, and residential services.
  • Ensures annual inspections are completed for community LIHTC units and any findings are documented and reported to General Services and property management.
  • collaborates WITH GENERAL Services staff, residential services staff, fiscal, administrative, and external CONSULTANTS REGARDING upkeep and overall success of LIHTC projects.
  • manage all service agreements in collaboration with general services with external vendors regarding building functions and overall utility maintenance.
  • Demonstrates expertise in NYCHA, HPD, Section 8, FEPS, HASSA, SSP and other rental subsidy programs, TANF entitlements, Social Security, Disability and Supplemental Security Income, Veterans Benefits, and other government benefits.
  • Creates and monitors waitlists for compliance with federal regulations and requirements, assesses the need to resume/halt marketing activities.
  • Develops and maintains positive working relationships with tax credit syndicators, monitoring agencies, and funding sources.
  • Reviews and prepares reports for tax credit syndicators, monitoring agencies, and funding sources.
  • Reviews and prepares tenant files in preparation for external audits.
  • Develops and provides training and guidance to staff in HUD and LIHTC guidelines.
  • Represents WellLife Network in LIHTC reviews by outside entities.
  • Prepares responses to external audit results.
  • Oversees and monitors HUD certification and vouchering activities.
  • Performs periodic internal audits of LIHTC and HUD programs to ensure compliance with affordable housing regulations and internal controls.
  • Monitors changes in LIHTC and HUD regulations and requirements and implements changes as indicated.
  • Develops and implements best practices related to LIHTC and HUD Affordable Housing activities.
  • Demonstrates expertise in HPD & HOME regulations, Federal Fair Housing Law, and Americans with Disabilities Act.
  • Attendance at all training as required, including annual Relias Learning, Fair Housing, and ADA training. Successful completion and certification of Assisted Housing Manager and LIHTC training.
  • Remain current with all Agency required compliance documents and training.
  • completes additional duties as required.

Qualifications:

Bachelor’s Degree with minimum 2-3 years relevant work experience required. Experience in Accounting is a plus. Must have sound knowledge and ability in business correspondence and an ability to proofread for grammar, spelling, and punctuation. Must be able to work independently within a team environment and possess excellent computer, organizational, and phone skills. Must have (obtain within 6 months of hiring) certification in low-income housing tax credits and knowledge of HUD requirements.

To perform this job successfully, an individual must be able to perform each essential duty at an advanced level. Thorough knowledge of computers and various computer software packages along with corresponding practical business experience and a professional image and demeanor are necessary.
